1. download tor
2. get the magnet link
3. the DHT network is not blocked and you might be able to download shit if some tracker in the link isn't blocked / you bootstrap the DHT by downloading any torrent ever from a nonblocked website
you can't bootstrap though tor because it doesn't support udp
