If that was the magic solution to it, then noise from traffic would be a non-issue in urban planning. Since noise is treated as very real problem, I'd say the best thing to do is not to concentrate your population in areas which generate much noise.

That's actually exactly where her parents live. They're like 85 years old and we'll be staying with them for a few days.
