Mexico City is not really safe because it is huge, but it's on the same level of Los Angeles in terms of crime and it is mostly not related to narcos. Some really fucked up things have happened (narco related) in both Guadalajara and Monterrey. It is not the usual stuff and they are generally safe, but still, I would say Mexico City.
