it's this commie thing where some apartment complexes have this bulk deal with a provider and this allows for this thing where you get a speed for free and other speeds for cheap, I don't really understand how it makes sense but that's what I have

I've always though that a connection like this make more sense but instead all connections here tend to be symmetrical, forcing you to pay for the higher upload speed you don't really need

I'd honestly trade some download for a bit more upload. It's hard as fuck to actually reach the limit - most servers will give you at best half your max speed, so you're pretty much limited to well-seeded torrents. And that means private trackers and keeping your ratio up.
