Probably both, honestly. In the comics, Captain America gives up the shield a few times too. Once because he felt he wasn't worthy, and another time because he felt like he really wasn't representing America because America had changed and Cap *didn't*. He was no longer a reflection of American values and ideals because they'd moved on from what he represents, so he was like "Fine. I can't stand for you if you don't want me to."

Also I'm wondering if those two mercenaries in the APC whom Crossbones were fine sacrificing just to kill Black Widow were trying to keep her there, or were trying to escape. If it was the former, then that's kind of bone chilling realization and makes you question what kind of mercenaries are these who are fine being killed by their leader for the job. Almost makes me wish they were given more screentime for the story.

I wonder if there was another way to make the twist come more as a surprise, at least to those who actively follow the overall plot of the MCU.
I understand that the Russo Brothers' wanted to play with our expectations for the third act of the movie by having Steve, Bucky and Tony put their differences aside to bring in Zemo despite having their dispute in the airport, but the problem was that the "twist" was pretty easy to arrive to if you've been paying close attention since The Winter Soldier at least.
Maybe if they didn't include that newspaper article stating Howard and Maria died in a car accident for a brief moment while Zola was giving his long exposition on what Hydra has been up to, the twist's impact would've hit us more? Who knows...
