I would actually argue that's quite an achievement for civil war. I mean, you're not really supposed to think "Oh there's music playing as I am watching this movie" and then think about that piece of music rather than what the music is supposed to enhance in the movie.
of course when people use music in movies to deliberately mark a period in time, you instead use it to remind of you a specific era. You play Beatles and people will kind of automatically assume the setting in 60s, specific song selection could then allow you to narrow it down to year or month. Not that you'd be able to get the rights to Beatles for your movie but I think you see my point.
However having a vague and unmemorable score yet still competently made, makes you think of a less well defined era in time. The music ceases to be a piece of exposition but works to elevate the rest of the films qualities.

Even the words that appear on-screen in Zod's broadcast are interesting, as they're evocative of another movie from long ago. I think maybe this is Snyder telling his audience to expect something a bit different than your typical cape movie.

It is literally 2deep4u. Shit starts off sounding like a train chugging and then hammers hitting steel and shit with offbeat horns and strings behind it. Evokes this industrial feel that matches up with Batman's story about his family origins and the scenes in which he is getting fucking swole in his batcave.
