By 1984, Toho hadn't made a godzilla movie in 9 years because the film industry took a huge blow in the 70s in japan. In that year they rebooted the series with Godzilla 1984, and made it a direct sequel to the original

Kind of. A bit but a more accurate measure for this case is Godzilla 2000.

98 was pretty embarrassing for toho because of how heavily it was marketed in japan, so they decided to make a reboot a year later to sort of cleanse the whole thing.
