A fair amount of people still go to the library.
That's like saying "Who uses CDs anymore?" True, they're not as popular as the newer digital technology nowadays, but they're not quite 100% "out of the way" yet.
For example: dial-up Internet began to "die" in 2000, but didn't totally crash and burn until Q2 2006.

Even after the voice changes, the series is great, yet wanes a bit as there is an odd shift between seasons 5 and 6. This is where the background characters begin to take center stage and a lot is learned about them. Seasons 7 and beyond go deep into the characters if you're looking to expand on their inner personalities and what makes them tick (George, Prunella's blind friend, Molly, What fuels Binky's rage, etc).
