The intriguing aspect of the High Sparrow is in determining the existence of a hidden motive and in the mystery surrounding his true origin. You're right, because the interesting aspect of the character is that we don't know what he actually is, or what he actually stands for. The mystery of the character means his true nature could be as abstract as a panda in a tutu but we don't know it yet. If you're really that upset that you don't know everything about this character yet, keep watching. Feel free to not personally like the character. But don't equate a character you don't like with a poorly written character.

I'm not the most fond of High Sparrow but I disagree that he's a bag character. He's very good at being able to disarm people with his friendly demeanor while being very threatening.
