The question was about who's a tiger (as in similar to Asian tiger economies) Colombia is still bogged down by far harder to fix systemic issues (drugs, corruption, violence) than Peru, Chile is more settled and has a lesser return on investment. Granted, both Colombia and Chile are more advanced than Peru in many areas, but mid to long term I see greater potential for sustainable growth in Peru.

In a wider sense these three countries, along with Mexico, are already considered the Latin American tigers.

Maduro is still firmly in charge in Venezuela, thanks to his support in the army and with paramilitaries. Argentina will probably elect a Peronist in the next elections since Macri didn't manage to convince investors that the country is stable enough to warrant investment, Brazil is also at risk in 2018, Lula may very well win the elections, Chile has just change the constitution that gave it stability, which also increases the power of the left.

Don't underestimate these guys, they are planning their takeover the continent, articulating their strategies, for decades.
