When the NBI wanted to cancel the accusations against Napoles in the Illegal Detention case, who was the one that insisted they will push through with charging Napoles despite the NBI's resistance?
De Lima and the DOJ. At the time nobody knew about this PDAF scam and it was just like any other news item we see on TV Patrol. Because of an operation that the NBI went to Napoles' apartment (iirc), Luy's life was saved, he went to the Inquirer and squealed like a rat, turned state witness and the PDAF scam was exposed, and like they say the rest is history.
Now, the gov't through the SolGen backs Napoles in the same case that got her life imprisonment, and the person who exposed the PDAF scam (Luy and others) are facing their own charges.
