Tabare Vazquez helped the country a lot even if it wasn't all perfect, in early 2000's the crysis was truly awful, nobody had a job and some kids were eating grass. Nowadays that's changed, healthcare is better than it was and attention is better. Which is why Uruguay was not affected for the 2008(was it?) global crysis.
The thing is that Mujica himself was awful, he's a retarded old man that threw us back 3 years in time so now development is a lot more halted.
Vazquez is president again now and he's been struggling because of that, by the way Vazquez has fucked up too but you can't say he's been completely awful, just normal bad which is still better than what we had 15 years ago but far from ideal anyways.
