Maybe? It's been more than a decade since I had school food but cafeteria breakfast was some cereal or oatmeal and either an apple or pear, lunch was almost universally shitty processed food though

To give a real answer; in many schools, yes.
I moved around a lot when i was in school and every one had relativity the same sort of food, which is just as cheap as they can get it most of the time.
But really it depends on how rich your district is. I've had friends in private schools and in richer areas and usually they have not only a wider selection of food but much better quality.

Chick Filet was always waaaaay overpriced. Before my school JUSTED it's whole program though 1 dollar French fries were the shit. Pretty much all you could get that was affordable but not tgose shitty default poor lunches like in OP. These were big bags of fries too.
