You don't need to look like a powerlifter to fight people. Besides, Batman mostly scares street criminals into submission. On the other hand you DO have to be lithe & agile to parkour the mean streets of Gotham when you're chasing down criminals/performing feats of acrobatics to sneak around.

Look at professional Gymnasts/acrobats. They don't look like powerlifters for a reason. At a certain point adding mass/strength is redundant and makes you less dexterous.
Batman, as a hero, depends far more on acrobatics than sheer strength. Most of what he does is sneaking around.
