Cascadia don't have a copyright on the colours green and blue, but I agree that that flag is the most similar. Dark green and blue work great together on a flag, I think.
I think it looks like a Pacific island's flag.
It's hard to make a pan-Celtic flag.
If it covered the Celtic nations, it'd look like a bit of a clusterfuck/assault on the senses.
A melding of the flags I can picture is:
>black and white horizontal striped (Brittany)
>green and white bottom half (Wales)
>White St Andrew's saltire (Scotland)
>Red St Patrick's Saltire (Ireland)
>Light blue stripe running down the left-to-right saltire (Galicia)
>White Cross running symmetrically through the middle (Cornwall)
>National symbols (Ermine, dragon, lion, harp, chalice and communion, yellow ball triangle) staggered along the three top sides of the white cross
>Celtic cross in the middle

Else we could go the shitty rainbow stripe route, but why would we want to choose that?
Another problem is that St Patrick's saltire and Cornwall's cross are inventions of the S*xon period.
If Scotland and Ireland united, you could just put the province flags of Ireland in the four corners left by the (two?) saltires.
Now you know why the english made up a flag for us that would look nice with theirs instead of using one of ours.
