It was colonized by the Portuguese, a low IQ European population that also institutionalized miscegenation with less intelligent races, which consequentially lowered the average IQ of Brazil even further.

The Portuguese also didn't conquer the African slaves brought to Brazil, they simply purchased them from Africans themselves, where many slaves were in fact criminals. Brazilians are descended not only from a mix of various low IQ populations, but also from extremely violent African criminals, Brazil being the result of said failed blend: extremely high poverty and homicide rates, institutionalized corruption, poor education, low development rates and everything else that comes with a low IQ population.
