Maybe you should ask yourself, why they would need to enable comments in the first place?

They aren't your people mate. They're an entity who's sole purpose is to generate revenue. Japan is too small of a market to solely cater to, there are hundreds of millions of weebs/nostalgic people/random gamers, throughout the world to cater to. Who are more important as a market base, especially these days as it's less of a case of shitting out an English version and not caring, and more completely tailored to the outside world, upon the realisation that there is a lot more money to be had.
