You mean you never go out to socialize but go out for school/work? Or do you mean you never go out of the house ever? If it's the latter than just sign up to your local community college. Financial aid will cover it if you are poor enough. Take baby steps and meet new people. I say college because its the easiest place to meet people without the awkward social settings you see in parties or bars.
