Wasn't Strange an ordinary, if famous, doctor with no strong political leanings at this point? He wasn't even rich. Why would he be specifically mentioned as a threat alongside the Hulk?

Could be that Strange's movie is set before Winter Soldier? Bit of a stretch but possible.

At the very least a few extra years would make it a bit more believable that he's really good at magic when he turns up next movie. Just a throwaway line like "I was stopping cosmic monstrosities before SHIELD fell" or something would tie it up, if crudely.

Clearly it predicted Strange would eventually be a threat. Admittedly it was probably because he was going to cure some Hydra disease or something at the time, but it might have predicted he'd become the Meme Magician some day

According to the director, the movie begin in 2016 but ends ahead of present day. "It's contemporary but slightly ahead of present day by months".

I know Strange gets mentioned only as "le easter egg" but the timeline indicates he was just a neurosurgeon during the events of Winter Soldier.

Right before he gets into the car wreck, his friend on the phone listing potential patients tells him about an army general who got his spine fucked up while messing with an experimental exosuit, which may be a nod to the attempts to replicate Iron Man scene in Iron Man 2. If that's true, the beginning of the movie takes place in 2009 or '10, so he might well have been a full-fledged sorcerer by 2014.

Peter's search history suddenly increasing in searches about spider, the avengers, crime levels in New York, etc. would indicate potential super powers. This would then be crossed with traffic cam footage of him weaving through crowded NY streets easily, body dimensions of Spiderman matching him, his hot aunt phoning her ex the councillor about Peter being out all night, etc.

At the beginning of the movie when Strange is going through cases he might want to work on, his assistant mentions Iron Man 2. He said it was a soldier working with an experimental exoskeleton that had his spine twisted. In Iron Man 2, one of Hammer's test subjects gets twisted up in his prototype armor. So the events at the beginning of Doctor Strange are right around Iron Man 2. He's a famous surgeon, but not super powered. It also explains why he was gone for The Avengers and The Incredible Hulk. He was in Katmandu learning magic.

The avengers are mentioned to explain the role of the sorcerers (physical/spiritual threats)
