It isn't, its just different from nfl, nba etc in that people really only want to watch THEIR team, they dont particularly care about nationally televised matchups even if they are the best teams. So for whatever massive tv deals are signed, its rarely worth it unless there are large market teams playing or there is a big meme like the cubs not winning in 108 years. I think if they marketed mlb.tv more and offered cheaper, team specific streaming packages that did not require you to also pay for cable they would make an absolute killing, but I doubt they can do that under their current tv licensing deals.

Sports in general are dying in the US. Younger people are not getting cable. When you are not exposed to it at a young age then you won't watch it later in life.
