I wouldn't really call it a spin off. Power Rangers has never really been off the air since it started, but it eventually gave up its on going story. The Japanese Super Sentai, which Power Rangers gets all its designs from, never had an ongoing story and changed its characters, costumes, and themes every year. I guess the company got sick of coming up with reasons every year why almost everything changed while trying to keep a consistent narrative, so they started doing it that way too.
