Descendants of Puritans make up a small proportion of current Americans, but they were a major part of the founding population in the early Colonies. They had a massive impact on cultural traditions and some of it endures to this day.
Early Quakers were also amazingly prudish about their bodies, in some cases more so than Puritans.
As Europe and America diverged culturally, another thing came along. Early 20th century culture, especially in Germany, idealized the healthy, naked body. Exercising and swimming in the nude wasn't seen as lewd but a return to non-degenerate state, free of self-loathing.
Americans like an attractive body. It's the average looking body or the slightly below average looking body that Americans shun and act prudish towards. I agree that in an healthy society you should be able to walk around shirtless even if you don't look like OP's pic and not feel shame.
Because I'm not comfortable being out in public nearly naked.
Is it true anything shorter than this is considered gay?

Speedos can be considered gay, short shorts are considered gay unless worn ironically or in a throwback context.

Because in America since the 70s, only gays and competitive swimmers wear Speedos and/or short shorts bathing suits.
Also, you can thank the Evangelical fun police for killing our culture of nude bathing. Even the English weren't as stuck up as they were.
