Something like 15 of them are completely reimbursed. Some can be 100% reimbursed in certain condition (prevent pandemy). The rest is reimbursed at a 65% rate.
Only 3 of the 15 are mandatory.

Even if it were free you would still have retards complaining that it isn't technically free because it is paid for by tax payer money.
