Wouldn't it be that those surnames were present during colonial times, when most spaniards came from two or three places (i've heard that most come from Andalucía) so ten or so surnames became really popular because everyone had those, whereas italian inmigrants all came from different places and had different surnames, meaning that no single surname could became popular?
