It varies from family to family. It's not outside the realm of possibility for an 8(?) year old not to have a personal cellphone. Besides, being that it's a movie the writers are going to lean on what's convenient for the plot.

The mother calls the police station once and never bothers again, and the police appearently just forget about him. Not to mention not calling literally one of possibly hundred people in Chicago they must know to check up on him.
