just give these holograms their own shields :^)

Filling a mine you control with holoemitters is easier than invading enemy territory to install them so you can invade with a holographic army. And you've already invaded at that point, so why do it?

They did something similar in the Voyager holograms rights episode when B'lana was forced to build the giant holoemitter that was then beamed to the planet and all of the holograms hunted by the Hirogen became the hunters.

The holograms were invicible because everything passed through them and they could still shoot. Only the emitter was vulnerable but if you beam down multiple of them and attach shield generators to them then you end up with the ghost army from Return of the king.

Kivan wasn't played by combs. Also, you forgot combs' first role in DS9, the guy who tried to get Quark to make a holographic copy of kira.

I'm currently watching Voyager for the first time. It definitely gets better/a lot less bad from there.

It's more a case of the writers not knowing what does and does not qualify as an emotion.

The only way I can make sense of it is that Data has so many subroutines related to ethics and interpersonal relationships that basic emotional responses just start manifesting as emergent properties of the systems interacting.

Probably not that much. We probably would have got an episode or two that focused on that aspect to some degree but other than that I doubt it would have had much impact. Probably why they got rid of it - or perhaps they just forgot about it.
