I live in NYC and it costs a lot more to have the same standard to love than say backwoods Arkansas but I'd prefer not to live in backwoods Arkansas because it's an impoverished hellhole. Being cheap isn't a good thing, for cities it usually means there is a lack of any sort of well paying job, infrastructure, culture, good educational institutions, property worth a damn, etc.

Though I hate NYC to be honest for different reasons, most of the cheap places to live in the U.S. I'd never set foot in.

Mexico's growth has been due to manufacturing of goods, incredibly easiness to establish commerce routes and government facilitating infrastructure to said areas.
Chile is lacking at all of these three, they employ immigrants to work in sub-standard conditions at mines and use rigorous economic institutions in order to tax said industries, hence their lack of corruption.
Mexico's environment doesn't fit chile's economic model, not a single bit.
