I certainly didn't find it that way. There was a bit of an odd lull in the middle after the Destroyer was sunk and the lads were back on the beach, but other than that I was fully engaged throughout.

While it was true that the contribution of the civilian fleet is exaggerated in the film, it was still a ballsy evacuation on the part of the Brits. Only by a combination of luck, French tenacity, and sheer British determination is Dunkirk considered to have been a successful evacuation.
