I see your point, but ghost cars are specifically for hanging around in hot spots for traffic violations and dealing with the offenders. They're basically mobile traffic cameras that can ticket you. Pretty sure they don't even have the same authority as a normal police.

Not for handing out traffic tickets, only for covert investigation.
