Some actors couldn't sing. (Crowe, while his non-singing performance was good, didn't have the vocal chops for Javert. It sounded like he was panting half the time.)
Cinematography was very boring. It was a big deal that all the singing was done live onset, rather than dubbed in later from a studio recording, which in turn meant they sacrified interesting shots for mostly closeups. You're adapting a stage musical to the silver screen, use the advantages of the medium. It's difficult to go many places quickly onstage, where on film, its just a trivial cut.
Cut out or shortened the better songs.
