Not an expert on military first aid or anything, but it feels like they're not acting with much common sense here.
Rather than bandaging or putting pressure on the wounds to stop the bleeding, they're just wiping away the blood and allowing him to continue bleeding all over the place.
I would imagine it's supposed to be a hemostatic agent
