Katniss isn't really meant to be a hero though. She is fairly unlikable with an abrasive personality that alienates her from everyone around her. By the end of the first movie she is so screwed up mentally that she can barely even function anymore.
She basically becomes the figurehead of a culture revolution simply because she has the right look and background to inspire the masses to revolt.
