Can the average European tell the difference between American English accents? To native speakers, the Southern Accent sounds "dumb" and I was wondering if you get the same impression.

Northern accents are whiny, nasal, and pretty much unbearable for long periods.

Southern accents sound a little 'dumb', but they have novelty enough to be pleasing. And they're not nasal.

Northern accent sounds retarded and absolutely disgusting, mid southern or top southern is best.

I can only tell apart the really obvious ones... like Eastern New England English, Southern, and North Central. Midland, Western, and Inland Northern all sound the same to me.
