The shower in Op's pic is an makeshift electric shower, most electric showers are safe as long as they don't superheat (they are made of plastic), but you will only find them in low class houses and cheap hotels, gas heated showers are common too

with the electric showerhead you get boiling water on an instant, with boiler water tank it can end and you have to wait until it gets full again. that's a problem if you take in account many (not all, just a lot) southamerican families have lots of members living under a same water system

In winter is common 12ºC in cities like Rio, 5º in São Paulo and lower than that in the south or in the countryside of São Paulo state or Rio mountain region. Even in Northeast, near the fucking Equator line, there temperatures below 15º in elevated regions. In the south the we had 0ºc and lower.
