The CIA is next to useless right now with a commander in chief who will only act on intelligence that aligns with his views, the FSB on the other hand has proven capabilities far beyond the scope of any other intelligence agency, as in actively manipulating the elections in foreign powers. I would swap those two aroundm in your list and forget about the "long divide" meme, nations like Turkey or India probably have more capable and active operations than nations like Canada or Australia, nevermind "first world nations" like the Scandinavians, nevermind you're missing the Chinese, or even the North Koreans.

The CIA doesn't act on the will of the president.

The CIA is actually one of those agencies that enjoys a worrying degree of autonomy desu. The president is borderline irrelevant to CIA ops, unlike other agencies.

It's both really cool and really scary that the CIA is put outside of the president's authority.

The CIA submits a report to the president every day. However, it is true that the director of CIA can do ops without consent of president. However, if president wants to know of the CIA ops they are required by law to tell them.
