no you couldn't, as you can't juxtapose japan and korea to begin with. think about it, all that early and extensive sinofication which koreans glorify as "development" of that time, korea was always an irrelevant shithole that has never affected the course of the history of the world up until now, whereas japan became a great power (or i'd say it had already been) immediately after it decided to join the imperialist game started by europeans. so it's not the degree of sinofication or westernization that determines greatness but inherent strength and wisdom of the nation.
