The Baja California peninsula includes a northern and a southern state (Baja california Norte and Baja California Sur)

Not that rare, both the Sierra Madres and the central Sierra Nevada have places like that. The Eastern Sierra Madre actually hosts the one ski lodge in Mexico, the Western one has the countriy's lowest temperatures on record, around -30 Centigrade with towns like La Rosilla and Madera having snow a full 6 months out of the year, in central Mexico you get reliable snow in the outskirts of Toluca, about an hour's drive from Mexico City, often within city limits in the Ajusco area. Also snow isn't uncommon in the central highlands, not just the northern states but zacatecas or San Luis Potosi.

That's not what I wrote and we are certainly not, but "snow is rare in Mexico" is actually inaccurate, that's all I'm pointing out. Most of the places I mentioned are high altitude, Mexico is overall a mountainous country.

Baja California Norte (Northern state) has a higher GDP but it has a lower HDI than the southern state. The southern Baja has more and better beaches, tourism is a key income for this state.
