Novelists? Don't know. You don't hear too much about them. I think Japanese scifi sort of merged into manga and anime.
Novels seem to be the domain of the likes of Dazai and Haruki Murakami--i.e. ground in reality rather than fiction.

At least, as for anime there are plenty of scifi that isn't just garbage mecha shovelware.

There are some that I've left out because while they do fit, they're more action/adventure romps, or tackle a different set of topics than the typical hard scifi.

Markets are universally like that. You can't discount the works of amazing authors just because of their country of origin.
If this is the logic you are applying, then Japan should have it worse than us, because they shovel out ``sci-fi'' mecha garbage at significantly higher rates than we do of scifi in general.

Science fiction has been a dead literary genre since the Soviet times. It's only gaining traction again in recent years and only in pop media.
