Why do all these scholarships have laughably low entry requirements?
Since they don't list it as requirement, it doesn't seem like they need you to have good high school grades or even HSK 4

They are given away like candy, but then doesn't that mean they must have thousands of applicants? Why would I get picked over other people? And it's like $200 to apply which is non-refundable if you don't get awarded a scholarship.
