It's better to just not address things like this because there is no logical in-story reason for it. It's only because writers want him alive to tell stories about him later on. Of course someone other than Batman would have killed him by now. Everyone knows this and making a thread about it doesn't make you any smarter.

If the real explanation for the Joker never dying against all odds is that writers can't stop using him, why don't they make him a legacy character?
Kill him off, no retcons, no excuses, and then have someone else be the Joker now because it's fun. He doesn't have to be an established character or even have a backstory. Perhaps they could give the Joker a way to switch bodies like in Batman Beyond, so it's him but not him. They can continue telling stories about him without making him clearly superhuman.
His past is multiple choice to begin with, right? So who cares if his original body is destroyed?

The Joker once killed all of Carmine's bodyguards, walked into his bedroom at night, threatened him, then just walked away.
His plot armor is fucking huge, no way the Roman wouldn't have put a million dollar hit on his head the next day.
There's countless instances of the Joker killing mobsters, both because they're rivals or for shits and giggles.
There's just no excuse for why they haven't put a million dollar hit on his head.
