The issue isn't really a matter of whether or not Japan apologized; it's plainly in the historical record that they have. The point of contention is the sincerity of said apologies. There was widespread public support for Nazis. Their "election" was funky but the people let it slide, then came to embrace the ideology. Holocaust was somewhat known, but people generally averted their sight. On the contrary to the purging of slavs and untermensch, brutal incidents like in Nanking was simply not in the Imperial policy, and there was no real attempts on purging of the Chinese race.
At the end of the day, Nazi Germany and Imperial Japan just aren't comparable. As noted, casualty figures don't compare (despite the Japanese fighting far bigger numbers), there was no deliberate genocidal scheming in Japan, and the public generally wasn't involved in the brutal policies and activities of Imperial Japan. Part of the reason why Japan is so hesitent to bend over backwards and take it in the ass like Germany is because the accusations put upon them are deliberately meant to put Japan on a similar level to Nazi Germany, which is just not true and the Japanese definitely don't want to be seen that way.

That was before they came into power. They clearly were shifty in this regard and duped the public. But after coming into power, and especially after annexation of Austria, the Nazis were apparently quite popular. By the end of the war, general concensus was that national socialism was cool but implemented poorly. I would think the latter half of that statement wouldn't be there had they won the war.
The public, and youth in particular, was indoctrinated into Nazi philosophy on the vile nature of Jews and untermensch, and this kind of indoctrination is not seen in Japan. In Japan, racial indoctrination was more akin to "white man's burden" to justify conquering Asia and protecting it from the west, as well as indoctrination to support the emperor. Official policy was to Japanify Korea and Taiwan through schools and intermarriage of Japanese wives and colonial men, and not to eradicate them.
So it makes sense to me why genocidal ideologies in Germany required re education, but given that massive public support for the emperor was gone after the war when he renounced his "divinity", it's strange to demand that Japan reeducates its people in a way similar to Germany imo.
