Hello people of Europe. I know this is going to sound weird, but how do you dress for winter? I'm going to spend some months in France and it's going to be cold (at least for me). My city is very tropical and we are 30°C in the middle of our "winter". I just wear sorts and flip flops all the time. I don't want to go there and just wear 3 hoodies to avoid freezing. So... I would very much appreciate advice.

Get gloves, a guy from Syria I was at univereity with got frostburn because he decided to ride his bike at -15 degrees without gloves. Nobody apparently taught him how to dress for cold.
Also invest in some long underwear, good socks and water and cokd protected boots. France is ok though mostly temperature wise. My advice is maybe a bit hyperbolic but who knows how you handle the climate and where you will stay.

Okay, you're gonna have a shit time no matter how well dressed you are because you won't get used to the cold. Sorry.
What you can do and is fine is layering thin fabrics underneath big, massive thick wool sweaters.
So, for your feet, thin socks + big socks (like those sports socks) will hopefully keep you warm. Nice boots if you can have them or shoes that are water resistant. Not coldproofing your feet will be hell and you're bound to get sick fast. Pajamas under Pants will keep your legs warm, and pajamas inside socks will be even better. Wifebeater, Teeshirt, Thin long sleeve and big juicy thick sweater will keep your torso safe. A wind-proof jacket is your next most important item, it shouldn't let wind or water get to you.
Gloves are kinda optional because you have pockets. Hat is nice to have, go with something that covers the ears. You can survive a bit of cold without the hat, but anything harsher is gonna fuck your sinuses and everything up. Breathe in through nose, breathe out through mouth; the longer the cold air is inside your system the warmer it is and easier to take in.
Also, don't wear same clothes. Wifebeater+Tee+Long Sleeved Tee+Hoodie will be incredibly more efficient and work better than 3 hoodies. Different clothes protect against a different element and shit. Also AIR POCKETS that you gain by wearing multiple comfy layers are far more powerful than wearing three sweaters.
These tips should have you incredibly comfy from 0 to -10 C for several hours or -20C for a few hours; and you might be okay indoors with such a setup.

actually multiple layers is a solid choice, easy to adjust this way You should find some kind of coat/jacket for rain/wind protection, although you can probably survive with just an umbrella
also cover your neck and face with a scarf (would recommend the loop ones, easier to put on), or a balaclava (if you don't mind looking like a terrorist) gloves are optional long trousers are mandatory, some people add long underwear, personally never had to high boots are nice if it's wet/snowy but you can survive in regular shoes, not flip flops though
cold wind (like when biking) makes every difference in temperature multiply, it's easy to underestimate wind protection is key

frankfurt, then I think I took a boat ride to boppard (probably the most comfy and most enjoyable part of the trip), from boppard went to berlin and berlin to dresden. Berlin was the worst, felt like going to Disneyland where everything is fake as fuck.

Berlin is overrun with people wanting to make it in the big city, also a lot of foreigners and therefore a lot of english. Old Berlin is sort of dying, but that happens in every Metropolis I guess. Has some really comfy parts as well. Dresden is also nice, at least the properly rebuilt parts after the bombings. Commie Blocks suck.
In any case, europe and germany have some nice places and I hope you return. Will crash into bed.
