Assuming passive shooter just means someone brought a gun onto school grounds, which isn't relatively uncommon in rural areas, it's usually the resource officer that handles it.

I'm not aware of any school grounds in the US where carrying guns is allowed. Passive shooter refers to those carrying guns. They pose a shooting risk, but they're not actively shooting (yet).
