In rest of the world yes, in medieval India, it was a cluster fuck as everyone had a huge army and everyone was fighting 2 or more battles, so chainmailes were used for kings and noblemen, then good fighters in leather armors and then infantry with just plain clothes and swords

Well, one of the main arguments against battle usage hypothesis is that during a full gallop, the feathers on hussars back would catch wind and seriously trouble rider in controlling the horse and fighting.
Modern reconstructors either wear less feathers on their wings, or strap them to the saddle, which is also possible how hussars could rude before.

Winged hussars were suprisingly light. Their plate armour weighted 12-16 kg. Considering that it covered rider's body only above his waist, some even call hussars medium cavalry. Either way, they were suprisingly fast.
