One congress who makes the decisions comprised of representatives of all member states. All EU states should remain as sovereign as possible so far internal affairs are concerned.

Then they fuck off into another country which gets them for free, gets their taxes while the country that raised them gets them only when they are old and a burden for the healthcare system. First of all, you will always have a brain drain. Many Germans move to America. Many English and French move to America to become doctors, scientists, professionals etc, because there is more opportunity in America. There are many things you can't do in Germany that you can do in America, there is nothing wrong with that. Second of all, if Lithuania doesn't want their people to leave, they better make their economy more productive so people stay. Lithuania is a small country and there isn't much you can do there, when the standards of living increase to become higher, i am sure most people will stop immigrating so much, many still will, but only those with the big dreams, the boring ones will stay.
