They are, just not on a large enough scale to move us away from fossil fuels before a crisis point.

And there's zero reason for the taxpayer to subsidise coal, it's an industry with few jobs because of mechanization and it causes damage the government has to pay to repair.
Publically funding coal production is just subsidising wages/profit margins for an industry we don't need.

I'd actually bet that only the pharmaceuticals are holding off until the world is so fucking desperate to have new antibiotics that the world governments would pay any amount of money to get the research done and done quickly, which would sufficiently cover the research costs in addition to the fact they would have to give up the formulation immediate for the public good. And it's going to be morbidly funny when you can't do basic procedures like cesarean sections or people dying from scraped knees due to antibiotics resilience and the people are going to blame the government for not shelling out trillions of dollars to pharmaceutical research firms who are essentially holding their scientific capabilities hostage.

Why invest all the money today doing the research when nobody is going to pay you enough for it, especially when the first few years of research are going to yield no results.

Look at what the EPA did using the Clean Water Act. It intentionally misconstrued a statute interpretingbodies of water as anything as small as a puddle. It used this to tell people they could not use their land. And unlike in the case of eminent domain there was no financial compensation. Its the EPA saying you can't use your land and even though we made your land useless through saying you cant use it we won't compensate you.
