That said, in reality unlike in movies, it usually is better to avoid having people take justice into their own hands. To that extent, the 80s action classics are fantastical.

The great action heroes are great because of their actions, not their muscles. The muscles are secondary. You could make a great action movie starring a fat guy if you wanted to. The story, acting, and commitment is what counts. Some fundamental layer of the movie has to be serious. The movie can be a comedy in many respects and still work as action if there is that serious layer. Example: Commando.
