There were many different types of Klingon personalities. Romulans had a little scope too. Cardassians were not completely one-dimensional either. Ferengi were actually Yankee traders. Bajorans were extremely varied. Vulcans were shit though.

Except the Federation was expanding, adapting and improving while the uniform Klingon Empire stayed exactly where it'd been for centuries. There's a reason they had to introduce the Cardassians (aka Romulans with more territory) and the Borg in TNG. Because by that point none of the TOS enemies posed a real threat to the Federation anymore.

This is definitely not the point of the show, if anything it was to show how poorly thought out the main directive was and how quickly it had deteriorated, just a couple of light years away. Morality is definitely proven a far more pragmatic thing in the galaxy than humans are comfortable with.
