And he does. he fails to consider that Bucky was a victim in all of this and he's ready to murder both him and steve. Steve somehow manages to beat the fuck out of Tony and what happens next? A moment of clarity where he realizes how awful he's acting? No he disowns and insults Steve and uses his clout to make Captain America a fugitive. It's a metaphor for how the corporate military industrial complex have manipulated and lied to American veterans.

He's the one that initiated the fight, he was not defending himself against their attacks. If he stopped at any time, the fight would have ended. Bucky spent a good portion of the fight trying to actively get away and only jumped in when Steve was in danger.
