This makes sense and it actually explains why Nicaragua's rate is low and has been declining, but why are El Salvador and Honduras so violent, the Mara Salvatrucha was founded in the 80's in LA by immigrants from the Northern Triangle Countries and they have expanded to the United States, Mexico and even in some cities in Canada and Spain, they were even associated with the Zetas at some point, but for some reason Nicaragua has been unaffected by their presence

One of the reasons of the violence in Honduras, Guatemala and El Salvador is the maras/gangs. When those countries and Nicaragua were at war during the 70's and 80's, lots of them went to USA as refugees, because of Regan's politics Nicaraguans were viewed as poor desperate refugees who were escaping a communist regime, while the other were viewed as simple S*pcs.

While Nicaraguans received a lot of help from the USA government and many were able to go back to Nicaragua during the 90's, the other were basically condemned to shitholes like LA where they were literally constantly attacked. Hondurans and the others basically became the bitches of USA gangs and Narcos, and thats how maras were born.

These criminals were simply thrown back to their countries and the USA didn't even coordinated with the local government, which allowed these gangs and Narco groups to take control of many areas. This plus destroyed economies and societies because of the wars, made a recipe for chaos.

In the case of Nicaragua, what the Mexican is saying about rehabilitation and no repression is completely wrong. The government has a strong hand regarding crime and civil unrest, the last couple of years being marked by the attack on protest against the canal and the government, "random" massacres and a decrease of social liberties. Basically a militarized police and an omnipresent army.

Then again, while there is a lot of poverty, everybody is poor, there is no much inequality, which helps in terms of crime.
